APPROVAL OF MINUTES - 2/28/07 Meeting On MOTION by Mr. Paternoster and SECOND by Mr. Neglia, the minutes were approved on a voice vote of 5-0. 5. UNFINISHED BUSINESS None. CRA Meeting March 28, 2007 Page Two 6. NEW BUSINESS A. Rank Professional Engineering Firms and Authorize Contract Negotiations for Indian River Drive/Main Street Improvement Project (City Manager Transmittal, Minutes, RFQ Packet, Reference Check) The City Manager briefly described the RFP process that was utilized with an ultimate recommendation of the committee to recommend authorization to begin contract negotiations with Schulke, Bittle and Stoddard, LLC for engineering services on the project. Mr. Paternoster asked how the property tax reform will affect this project, and the City Manager said the fair answer is that no one has a clue at this time what the reform will be, noting the proposal has changed over time, that staff has been discussing what affect this will have on CRA increments. He said there is potential that the reform could affect the project but that the City should proceed with the design aspect, and react accordingly if things change. Mr. Neglia said it would be very hard for the City to go to rolled back rate, and hoped the City will put in for a $450,000 grant; and said he had many questions for Schulke, and he wondered why Neel-Schaffer was so far apart on this. He asked if Mr. Schaffer can also give us a presentation. The City Manager said rolled-back rate would not affect the CRA and the rate that is being discussed by the State is a different issue, and the appropriated $ 500,000 should be sufficient. He said in his opinion, Schulke did their homework on the program in terms of capturing what the City wanted to do on the project, is a local resident who will use the facility and his known professionalism made him the committee's choice. He advised that anything Council would want to do would supercede the committee and would not violate the process. The City Manager said Schulke went above what was required and included a conceptual plan though there are a few of the concepts that would need changing. Ms. Simchick said the Schulkes are local residents, she knows them and did receive contributions to her. election though that will have no bearing on her decision. She said their plan met the City's expectations and they ranked highest through committee and she would concur with the committee's recommendation. Mr. Wolff questioned Mr. Schulke about the two individuals named Barkett in his Bristol Lake project and his employment of former City employee, Ken Jones. Mr. Wolff continued his inquiry as to whether there was a good relationship now, between him and Mayor Coy since the Ashbury Subdivision project. Mr. Schulke said they have gotten to know each other and are respectful and cordial to each other. ~J 2 CRA Meeting March 28, 2007 Page Three Mr. Wolff asked Mr. Schulke if he thought giving a campaign contribution to any council member was a violation of the non-lobbying agreement in the RFQ. Mr. Schulke said he gives contributions to people he feels will do the best for the City, including to Mayor Coy and who he feels is fair and does what is best for the City, noting he also listens to his father and respects his opinions. He said he also contributes to County candidates and does a lot of work with the County. He noted the recommendation comes from a committee instead of elected officials. Mr. Wolff said there is anon-lobbying agreement in the RFQ and read it into the record (referenced section attached); and said he would leave it to the City Attorney to make the determination. Mayor Coy asked Mr. Schulke if she and he had ever discussed this project and he said they had not. She said she did not even know he had submitted an RFQ until last week. The City Attorney said there is no violation of the non-lobbying clause, because the RFQ's had to be in by February 28th. He said lobbying would be for Mr. Schulke or someone from his firm contacting Council and relaying how much they needed the work. The City Attorney said making a campaign contribution is not considered lobbying. Ms. Simchick said she chose to disclose the contribution but she has not had any contact with Mr. Schulke on this project. Mayor Coy said the City is the client and has total control over the program; and that the Bristol Lakes project addressed the concerns of Palm Lake Club. She said she was pleased with the system and concurs with the committee's recommendation. The City Attorney said this agreement if negotiated successfully, will go all the way through construction. Mayor Coy said Mr. Schulke is very aware of her concerns for the environment. Ruth Sullivan, Indian River Drive, Sebastian, said the concept looks wonderful, said the park did not go behind the Chamber but was used for parking and the old Police station and it would be a shame to waste that space. She said the Chamber of Commerce needs parking. On a MOTION by Mr. Neglia and a SECOND by Ms. Simchick, Schulke, Bittle and Stoddard, LLC was designated most qualified and staff was authorized to begin contract negotiations with required, formal CRA action and consideration with a roll vote of 4-1 (Wolff-nay). Mayor Coy opened up the floor for new business for the CRA. Lisanne Monier read from portions of the Community Redevelopment Plan relative to historic structures and asked for help to include the old train station as a concept in the Indian River County/Main Street project. REQUIRED: AMOUNT BUDGETED: APPROPRIATION REQUIRED: $236,113.75 $801,242 $0 SUMMARY At the March 28, 2Q07 meeting of the CRA, the CRA Board authorized staff to enter into contract negotiations with Schulke, Bittle & Stoddard based on the results of the CCNA process. As a result of those negotiations, Schulke has provided a contract in the amount of $190,065.25 for professional design fees and $46,052.5 for professional construction administrative service fees. The total contract is in the amount of $236,117.75. Please note that the professional design fees concern basic services needed to design and permit the project. The Construction Administrative Services will be required during construction for project monitoring and inspection. These cost are estimated based on time and standard fees and may increase or decrease. However, at this time, it was important to bench mark services and costs so that a formal budget can be established up-front; thereby, limiting the need for additional professional costs going forward. Concerning the initial design phase of the contract, staff negotiated a reduction in price by $7,050 by eliminating irrigation system design. While irrigation is critical, the general contractor can accomplish this item without a need for formal engineering. Additionally, while most of the services are needed, many additional items have been "pre-negotiated" in case permitting or circumstances that are unknown now, require the need for additional service later. For example, the total cost may drop if services such as (1) UMAM analysis - $1,200; (2) Mitigation Plan - $2,000; (3) Phase 1 Archeological Survey - $4,500 and, (4) Wetland Flags - $450 are not required. These items total $8,150 or 3% of the contract. Coupled with the irrigation savings, the original contract price has the potential to be reduced by $15,200 or 6%. As a general rule of thumb, professional service costs should equal 10% -12% of total project costs. The updated cost estimate for the project is $1,936,972. Hence, the Schulke proposal is 12% of the estimated project costs and within an acceptable budget envelope. This is a very acceptable amount, especially considering that construction services are already included in the total engineering cost. Going forward, the FY 07 CRA budget of $801,242 for the IRD/Main Street project certainly covers the cost for these services. To date,. approximately $644,717 has now been spent or potentially allocated for the project leaving $156,525.. H 1717 INDIAN RIVER BLVD., SUITE 201, VERO BEACH, FLORIDA 32960 Tee 772 / 770-9622 FAx 772 / 770-9496 EMAIL infoQsbsengineers.com O PROFESSIONAL ENGMERING AGREEMENT INDIAN RIVER DRIVE/MAIN STREET IMPROVEMENT PROJECT THIS AGREEMENT, entered into this day of April, 2007 by and between CITY OF SEBASTIAN, a Florida municipal corporation, hereinafter referred to as the "CITY", and Schulke, Bittle & Stoddard, LLC., 1717 Indian River Drive, Suite 201, Vero Beach, FL 32960 hereinafter referred to as the "ENGINEER". WITNESSETH That the CITY and the ENGINEER, in consideration of their mutual covenants, herein agree with respect to the performance of professional engineering services by the ENGINEER for improvements to the intersection of Indian River Drive and Main Street, and the payment for those services by the CITY, as set forth below. The ENGINEER shall provide the CITY with professional engineering services and such other related services as defined in this agreement. The ENGINEER shall serve as the CITY'S professional representative for the project, and shall give professional advice to the CITY during the performance of the services to be rendered. The ENGINEER is retained by the CITY to perform these consulting services under this- non-exclusive contract with the CITY. SECTION I -SCOPE OF SERVICES Schulke, Bittle & Stoddard, L.L.C. will provide services including land planning, surveying, geotechnical services, traffic engineering services, civil engineering design, preparation of construction plans, preparation of landscape and irrigation plans, preparation and submittal of environmental, governmental and other site development permit applications, project budgeting and cost estimating, construction administration and periodic construction field inspection for the proposed project. The services will provide for the DESIGN, PERMITTING AND CONSTRUCTION MANAGEMENT of the improvements to the intersection of Main Street and Indian River Drive, and improvements to the adjacent city-owned properties, including: 1. Chamber of Commerce and park site lying between U.S. 1 and Indian River Drive south of Main Street. 2. Existing unimproved boat trailer parking site lying between U.S.1 and Indian River Drive north of Main Street. 3. Existing boat ramp site and other contiguous lands north and south of the boat ramp, east of Indian River Drive. 4. Main Street and Indian River Drive road rights-of--way. ~,/ Improvements anticipated are: 1. Re-alignment and construction of Indian River Drive through the project area, moving Indian River Drive/Main Street intersection west. 2. Construction of paved boat trailer parking between the realigned Indian River Drive and the Indian River Lagoon. 3. Construction ofoff-street parking azeas west of the re-aligned Indian River Drive. 4. Pazk, recreation and pedestrian access improvements through-out the project site. 5. Construction of necessary drainage and utility systems, and relocation of existing infrastructure. (See Exhibit `A' "Conceptual Plan" and Exhibit `B' and `C' "Detail Scope of Services and Fees"). In order to execute this project in the most cost effective manner with the most aggressive schedule, Schulke, Bittle & Stoddard, L.L.C. is using the following sub-consultants: 1. Land Design South for planning, landscape azchitecture and traffic engineering consultation. 2. Houston, Schulke, Bittle & Stoddazd, Inc. for the boundary and topographical surveys. 3. KSM Engineering & Testing, Inc. for Geotechnical Services. 4. Bio-Tech Consulting, Inc. for environmental consultation and permitting. Basic services required of the ENGINEER to perform all necessary professional engineering services, project design services, construction phase services, design-build services, and other services in connection with the assigned project as required shall be provided in accordance with the following general requirements: 1. The ENGINEER will endeavor not to duplicate any previous work done on any project. The ENGINEER shall consult with the CITY to clarify and define the CITY's requirements for the project and review all available data. 2. The ENGINEER shall attend conferences with the CITY and its representatives, upon request. 3. In order to accomplish the work described under this Agreement under the time frames and conditions set forth in this Agreement, the ENGINEER shall observe the following requirements: a. The ENGINEER shall complete his work on the project within the time allowed by maintaining an adequate staff of registered engineers, certified operators, draftsmen, l D and other employees on the work at all times. b. The ENGINEER shall comply with all federal, state, and local laws applicable to this project(s). The ENGINEER's work product shall conform with all applicable federal, state and local laws applicable to this project(s). c. The ENGINEER shall prepare all necessary sketches, permit application drawings, and complete all application forms to accompany the CITY'S applications for any required federal, state, or local permits. The ENGINEER shall reply to all permitting agency's requests for additional information related to a permit application. d. The ENGINEER shall cooperate fully with the CITY in order that all phases of the work maybe properly scheduled and coordinated. e. The ENGINEER shall send the appropriate quantities of complete preliminary sets of construction plans to any city, county, state or federal regulatory agency from which a permit or other approval is required, prior to final approval of the design by the CITY MANAGER or his designate, and shall coordinate the project design with all agencies. f. The ENGINEER shall contact all utility companies having installations in the vicuuty of the proposed work and consider relocation of utilities, if necessary. The ENGINEER shall provide the CITY with all known information relative to any required utility adjustments, relocations and installations, and shall show all known above and below ground utilities on the final design plans. g. The ENGINEER shall report the status of this project to the CITY MANAGER upon request and hold all drawings, calculations, and related work open to the inspection of the CITY MANAGER or his authorized agent at any time, upon reasonable request. 4. The ENGINEER shall furnish additional. copies of reports, drawings, specifications, bidding and construction contract documents, and other pertinent items as required by federal, state and local agencies from which approval of the project must be obtained, prospective bidders, material suppliers, and other interested parties, but may charge only for the actual cost of providing such copies. The ENGINEER shall furnish to the CITY the necessary number of sets of the drawings, bidding and construction contract documents, specifications, reports, and other pertinent items. The cost of these sets of documents are not included in the basic compensation paid to the ENGINEER, but will be paid as a direct expense. All original documents, survey notes, field books, tracings, and the like, including all items furnished to the ENGINEER by the CITY pursuant to this Agreement, are and shall remain the property of the CITY, and shall be delivered to the CITY upon completion of the work. All items prepared by the ENGINEER shall be created, maintained, updated, and provided in the format as specified by ~ 1 '` the CITY. 5. All construction drawings prepared by the ENGINEER shall be of sufficient detail to permit the actual location of the proposed improvements on the ground by a third party (i.e. the third party shall be able to accurately locate the proposed improvements on the ground using only the information contained in the ENGINEER's drawings). 6. The ENGINEER acknowledges that preparation of all applicable permits for the CITY's submittal to governmental regulatory agencies, and the ENGINEER's written responses to all regulatory agencies' questions, are included within the scope of basic compensation. Any additional work required by regulatory agencies which establish such regulations after the effective date of the particular Work Order, shall be an additional service, and the CITY shall compensate the ENGINEER in accordance with Section VII - "Additional Work," of this Agreement. Approval by the CITY shall be required prior to commencement of any additional work. 7. Compensation to the ENGINEER for basic services shall be in accordance with this agreement, as mutually agreed upon by the ENGINEER and the CITY. Schedule of current hourly billing rates are included in "Exhibit D" attached. SECTION II -CITY OBLIGATIONS The CITY agrees to provide the following material, data, or services as required in connection with the work to be performed under this Agreement: 1. Provide the ENGINEER with a copy of any pertinent preliminary data or reports available to the CITY. 2. Provide the ENGINEER with all available drawings, surveys, right-of--way maps, and other documents in the possession of the CITY that are pertinent to the project. 3. The CITY shall be responsible for obtaining only those permits delineated in this agreement, or those required to complete the project only if such permit requirements are made into law and established by regulatory agencies after the effective date of this agreement. 4. The CITY shall make all provisions for the ENGINEER to enter upon public or private property as reasonably required for the ENGINEER to perform his services. 5. The CITY will promptly execute all completed permit applications necessary to expedite the acquisition of any local, state or federal permits made necessary by the project. f2 SECTION III -TIME FOR COMPLETION The estimated time for completion of this project shall be: Commencement of Engineering Services May 15, 2007 Design and Permitting Completion January 2008 Project Bidding January/February2008 Project Construction February -August 2008 Project Completion August/September 2008 SECTION IV -COMPENSATION The CITY agrees to pay, and the ENGINEER agrees to accept, for services rendered pursuant to this Agreement, fees in accordance with the following: 1. Direct Payment for Additional Services The CITY shall make direct payment to the ENGINEER for the cost of copies, printing project plan sheets, permit application fees, and maiUFed-Ex. The maximum cost allowed per copy, print and mail/Fed-Ex utilized for this purpose shall be set forth as follows: Mail/Fed-Ex: Actual cost Copies (81/2 x 11) $0.15/page Prints (24x36) $2.00/sheet (l 1x17) $0.35/page C.D.(s) $4.00/disk SECTION V -ADDITIONAL WORK Additional work occurs when the CITY requests changes to the scope of services after it has formally approved the agreement. Additional work shall not commence until a Change Order for the additional work has been formally issued by the CITY, and the additional work-shall be performed in accordance with the fee schedule set forth in this agreement. Schulke, Bittle, and Stoddazd, LLC has attempted to include all necessary documents, on-site evaluations, surveys, plan preparation and permitting based on the attached Conceptual Plan (Exhibit A) and our understanding of the project at time of this document. Items specifically not included in the scope of services are: 1. Design or permitting of seawall, dock or boat ramp modifications or new construction. 2. Design or permitting of buildings or other structures (i.e.: kiosks, gazebos, restroom facilities). These facilities necessitate the services of an azchitect. 3. Design or permitting of dredging or filling of the Indian River Lagoon, Estuarine Wetlands, or other azeas waterwazd of the M.H.W.L. 4. Signalized intersection design at Indian River Drive and Main Street. 5. Phase II Archeological Study SECTION VI -PAYMENTS The CITY shall make monthly partial payments to the ENGINEER and will be based upon the percentage of completion of each task, or based on a portion of each task completed when said task is divided into sub-tasks or units of deliverables (ie; reports, drawings, applications, etc.) The ENGINEER shall submit duly certified monthly invoices to the CITY MANAGER for approval. SECTION VII -RIGHT OF DECISIONS All services shall be performed by the ENGINEER to the satisfaction of the CITY MANAGER who shall decide all questions, difFiculties, and disputes of whatever nature which may arise under or by reason of this Agreement, according to the prosecution and fulfillment of the service hereunder, and the character, quality, amount and value thereof. The CITY MANAGER'S decision upon all claims, questions, and disputes shall be final, conclusive, and binding. Adjustments of compensation and contract time because of any major changes in the ~~ work that might become necessary or be deemed desirable as the work progresses shall be reviewed by the CITY MANAGER, and require that a Change Order be processed in accordance with the CITY's legal and administrative procedures. If the ENGINEER does not concur in the judgment of the CITY MANAGER as to any decisions made by him or her, it shall present written objections to the City Council, who shall make a decision, and the ENGINEER shall abide by the City Council's decision. SECTION VIII -OWNERSHIP AND REUSE OF DOCUMENTS 1. Ownership and Copyright Ownership and copyright of all reports, tracings, plans, specifications, field books, survey information, maps, contract documents, and other data developed by the ENGINEER pursuant to this Agreement, shall be vested in the CITY. Said materials shall be made available by the ENGINEER at any time upon request of the CITY. On or before the tenth day after all work contemplated under this document is complete, all of the above materials shall be delivered to the CITY MANAGER. 2. Reuse of Documents All documents, including but not limited to reports, drawings and specifications, prepared by the ENGINEER pursuant to this Agreement, are related exclusively to the services described herein. They are not intended or represented to be suitable for reuse by the CITY or others on extensions of this project or on any other project. The CITY's reuse of any document or drawing shall be at the CITY's own risk. SECTION IX-NOTICES Any notices, reports or other written communications from the ENGINEER to the CITY shall be considered delivered when posted by certified mail or delivered in person to the CITY MANAGER. Any notices, reports or other communications from the CITY to the ENGINEER, shall be considered delivered when posted by certified mail to the ENGINEER at the last address left on file with the CITY or delivered in-person to said ENGINEER or its authorized representative. SECTION X -TERMINATION Either parry may terminate this agreement upon seven (7) days' written notice to the other parry, except that in the event ENGINEER terminates this agreement such termination shall not be effective, absent the CITY's consent, until ErrGlrrEER's completion, to the CITY's satisfaction, of any pending Work Order. ~~ SECTION XI -AUDIT RIGHTS The CITY reserves the right to audit the records of the ENGINEER related to this Agreement at any time during the prosecution of the work included herein and for a period of three yeazs after final payment is made. SECTION XII -SUBLETTING The ENGINEER shall not sublet, assign, or transfer any work under this Agreement without the written consent of the CITY. When applicable and upon receipt of such consent in writing, the ENGINEER shall cause the names of the engineering and surveying firms responsible for the major portions of each sepazate specialty of the work to be inserted on the reports or other data. SETION XIII -WARRANTY The ENGINEER warrants that it has not employed or retained any company or person other .than a bona fide employee working solely for the ENGINEER, to solicit or secure this Agreement, and that it has not paid or agreed to pay any company or person other than a bona fide employee working solely for the ENGINEER any fee, commission, percentage fee, gifts or any other considerations, contingent upon or resulting from the award or making of this Agreement. For the E1v~irrEER's breach of violation of this warranty, the CITY shall have the right to annul this Agreement without liability. SECTION XIV -DURATION OF AGREEMENT This Agreement shall remain in full force until completion of all project phases as defined by the CITY MANAGER, whichever occurs first, or unless otherwise terminated by mutual consent of the parties hereto, or terminated pursuant to Section XII. SECTION XV -INSURANCE At least ten days prior to commencement of work, ENGINEER shall provide the CITY with a certificate of insurance from a company rated A+ VII or better, per the Best's Key Rating Guide for the following: 1) Worker's Compensation - Coverage to apply to all employees for Statutory Limits in compliance with the applicable state and federal laws. In addition, the policy must include Employer's liability with a limit of $1,000,000 each accident ' ~ and disease. 2) Commercial General Liability -Coverage must be afforded on a form no more restrictive than the latest edition of the Commercial General Liability Policy, on an occurrence basis, filed by the Insurance Services Office and must include: a. Minimum limits of $1,000,000 per occurrence combined single limit for Bodily Injury Liability and Property Damage Liability. b. Premises and Operations. c. Independent Contractors d. Products and completed Operations -Consultant shall maintain in force until at least five (5) years after completion of all services required under the Contract, coverage for products and completed operation. e. Broad Form Contractual Coverage applicable to this specific Contract, including any hold harmless and/or indemnification agreement. 3) Business Auto Policy -Coverage must be afforded on a form no more restrictive than the latest edition of the Business Auto Policy filed by the Insurance Services Office and mustinclude: a. Minimum limits of $1,000,000 per occurrence combined single limit for Bodily Injury Liability and Property Damage Liability. b. Owner Vehicles c. Hired and Non-Owned Vehicles. 4) Professional Liability -The Consultant shall maintain a professional liability insurance policy in the amount $1,000,000 during the term of this Contract. Such coverage shall be maintained for a period of five (5) years following completion and acceptance of any work performed under this agreement. In the event the Consultant fails to secure and maintain such coverage, Consultant shall be deemed the insurer of such professional liability insurance and shall be responsible for all damages suffered by the City as a result thereof, including attorney's fees and costs. In the event an atypical large-scale project is proposed, the individual work order for the project may designate that a higher liability policy be obtained. 5) Additional Insured -The City is to be specifically included as an additional insured. Consultant's insurance including that applicable to the City as an Additional Insured shall apply on a primary basis and any other insurance maintained by the City shall be in excess of and shall not contribute with Consultant's insurance. Consultant's insurance shall contain a severability of interest provision, providing that, except with respect to the total limits of liability, the insurance shall apply to each Insured or Additional Insured in the same manner as if separate policies had been issued to each. ~~ 6) Notice of Cancellation and/or Restriction -Each policy must be endorsed to provide the City with a minimum of forty-five (45) days notice of cancellation and/or restriction. 'n Certificates of Insurance -Certificates of insurance evidencing the Insurance coverage specified in this section shall be filled with the City before- operations are begun. The required certificates of insurance shall name the types of policies provided. If the initial insurance expires prior to the completion of the work, renewal certificates of insurance and required copies of policies shall be furnished thirty (30) days prior to the date of their expiration. SECTION XVI -INDEMNIFICATION The ENGINEER shall Indemnify and hold harmless the CITY, and the CTTY's officers and employees, from liabilities, damages, losses, and costs, including, but not limited to, reasonable attorneys' fees, to the extent caused by the negligence, recklessness, or intentionally wrongful conduct of the ENGINEER and other persons employed or utilized by the ENGINEER in the ,performance of this contract. The CITY shall Indemnify and hold harmless the ENGINEER, and the ENGINEER'S officers and employees, from liabilities, damages, losses, and costs, including, but not limited to, reasonable attorneys' fees, to the extent caused by the active negligence, recklessness, or intentionally wrongful conduct of the CITY and other persons employed or utilized by the CITY in the performance of this contract. SECTION XVII -SAFETY The ENGINEER is responsible for safety training for the ENGINEER'S employees and their activities on the CITY's property and construction sites.. However, in accordance with generally accepted practices, the ENGINEER may report any observed job site safety violations. to the CITY. SECTION XVIII -CHOICE OF LAW AND VENUE This Agreement shall be governed by the laws of the State of Florida. Venue for any lawsuit brought by either party against the other party or otherwise arising out of this Contract shall be in Indian River County, Florida, or in the event of a federal jurisdiction, in the United Q States District Court for the Southern District of Florida. The parties hereto specifically waive 8 any and all rights to trial by jury. SECTION XIX -ENTIRETY OF AGREEMENT This writing embodies the entire Agreement- and understanding between the parties hereto, and there are no other Agreements and understandings, oral or written, with reference to the subject matter hereof that are not merged herein and superseded hereby. No alteration, change, or modification of the terms of this Agreement shall be valid unless made in writing and signed by both parties hereto. SECTION XX - SEVERABILITY In the event any provision, section, or paragraph of this agreement is determined by a court of competent jurisdiction to be void, illegal, or unenforceable, the remaining portions not found to be void, illegal, or unenforceable, shall remain in full force and effect. We anticipate that at least two meetings may be required during the permitting of this project. 2. Meet on-site with staff from the SJRWNID and/or ACOE to review wetland limits. 3. This task includes all work needed to find appropriate mitigation, provide all necessary information to the permitting agencies and meet staff in the field to review the proposed mitigation area. 6. Coordinate with the State Historic Preservation Office to determine if any historic resources are on the site, or if the site requires a cultural resource study. If a cultural resource study is required, this task also includes all coordination with the Division of Historical Resources and archeologist performing the survey. This task does not include the work performed by the archaeologist, expenses or their final report. 7. Respond to any requests for additional information sent out by the SJRWMD and the ACOE.
