City of Sebastian Growth Management Department 1225 MAIN STREET ^ SEBASTIAN, FLORIDA 32958 TELEPHONE (772) 589-5518 ^ FAX (772) 388-8248 MEMORANDUM DATE: March 7, 2008 TO: AI Minner, City Manager FROM: Rebecca Grohall, Growth Management Director SUBJECT: Facade, Sign and Landscape Grant -Staff Recommendations Two years ago, the City established a Facade, Sign and Landscaping grant program to assist property owners for improvements within the CRA boundary. The program was funded through the CRA budget to provide $30,000 to property owners as a matching grant. Funds have been budgeted for both FY 2005/06 and 2006/07, for a total of $60,000 available for the program. To be eligible, property owners within the CRA area must be fully paid and current on property taxes, and must maintain compliance with their local business tax requirements (formerly occupational licensing). Last year, Staff recommended some program changes that increased the amount of grant funds and lowered the match requirements. These changes were supported and approved by City Council. Up to $7,500 is available for signage and landscaping improvements, and up to $15,000 for improvements to the facade, signage and landscaping. The funds must be used for criteria that help create/expand the "Old Florida Fishing Village" theme, facade improvements that maintain the historic character of the property and projects that remedy anon-conforming sign. Additionally, funds may be awarded for landscaping projects that go above and beyond the requirements of the landscape code. This solution was cost effective for them. We have our store has never Additionally, Professional Animal World has installed their new facade signage, as well as new monument style sign. They are working on their property improvements. Buena Vista Eyeland has installed the structure for the new signage. At the time this is being prepared, the sign itself has not been installed. However, Curt Oxford, the sign contractor has assured me that it will be installed and should be completed by the CRA meeting. I've had several conversations with Sebastian Oaks Plaza who are working on some location issues with a new sign. There are two grants recommended for funding at this time: 1) Award individual grants to eight unit owners in the Sebastian Executive Plaza, 1623 US Highway 1 to retrofit their existing non-complying sign and bring it into conformance with the land development code. Award $500 each to eight grantees, for a total of $4,000. lJ An application was received from the property owners at 1623 US Highway 1, Sebastian Executive Plaza in the prior round. However, this application was not reviewed since at least one of the property owners is delinquent in property taxes and several of the property owners were delinquent with occupational licensing requirements. The Keg Shack owners have owned their property for several years ago, formerly leasing to a Wine shop. They now offer beers of all kinds, and cater to fishing boats by offering to fill their coolers when they stop to make a purchase. The owners applied for funding for the monument style signage as well as awning signage on building. However, the grant committee is only recommending the monument style sign be awarded grants. The committee was in agreement that the building itself is an excellent, representation of "Florida Fishing Village" with its lapboard siding and shutters. However, the awning signs detracts from the architectural features. Therefore, the committee only supports the monument style signage for reimbursement in the program. The owner is current with property taxes and local business tax requirements. The property owner was eager to move ahead with signage and has already installed it, but did apply prior to the installation. The property owner installed awning signage at a cost of $4,932. With the award of these two grants, there is still approximately $16,500 left in the program budget. I recommend that we re-open the grant cycle and solicit for more applications. Attached is a brief synapsis of what has been awarded and funds remaining.
