APPROVAL OF MINUTES A. 3/26/08 Meeting MOTION by Mr. Paternoster and SECOND by Mr. Neglia to approve the 3/26/08 meeting minutes passed on a voice vote of 5-0. CRA Meeting July 9, 2008 Page Two 5. OLD BUSINESS A. Authorization to Proceed -Indian River Drive/Main Street Project (City Manager Transmittal, Updated Cost Estimate/Budget; P & Z Minutes, Vegetation Charts, Final SBS Design, Alternate SBS Design and Restroom Concept Under Separate Cover -This Backup will be also be used for City Council Meeting) The City Manager said the presentation will include an explanation by the City Attorney as to the way this project is agendized this evening, a recap from him, and an update from Joe Schulke, the project engineer. The City Attorney explained the CRA members are looking at this as a separate entity as their budget expenditures are not reviewed by City Council, but since the Council sits as the CRA, they will look at it twice and he suggested the motion include "Authorization to expend up to a certain amount for the CRA project and defer further management of the project to the City Council." The City Manager reviewed the history of the project through a PowerPoint presentation. (attached) Joe Schulke, Schulke, Bittle & Stoddard, said up to this point the construction plans have been finalized to apply for permits, an electrical engineer has been retained to design a control panel for the street lights, bathroom, irrigation and memorial area lighting. He said the Planning and Zoning Commission endorsed the plan with one-way traffic. He displayed the original plan and proposed plan on the overhead projector and provided copies to Council (attached) noting he preferred the first submitted plan because it is easier to observe congestion and provides more area to maneuver a boat; however both plans will work. He then displayed an aerial of Vero Beach's Riverside Park's boat ramp which is a similar layout to Main Street. Public Comment Cindy Falco asked how often Mr. Schulke observed the traffic at the Main Street boat ramps as she has seen many backups and major issues. Mr. Schulke said his staff has been observing the ramps on recent Saturdays. Ms. Falco said she has seen many issues in the area and this is a bad idea all the way around. Mr. Paternoster asked for specific dates and times of his staff observations. Mr. Schulke respectfully disagreed with her and handed out hand drawn depictions of current patterns and proposed patterns showing the extended, improved queuing distance on Main Street and re-routed, safer pedestrian traffic. MOTION by Mr. Neglia and SECOND by Ms. Simchick to extend the CRA meeting until it is finished passed with a voice vote of 5-0. Beth Mitchell, Executive Director, Sebastian River Area Chamber of Commerce said the 600 members of the Chamber, representing 2,000 employees, supported the project and she re-read the letter of support from the Chamber's Board of Directors dated July 23, 2007. Richard Gillmor, 744 Kroegel Avenue, displayed June 27t" pictures showing boats and trailers blocking Indian River Drive and he noted when boaters are launching a boat, they are not looking for people or bicyclists and this is definitely a plus for the community. Chuck Lever, Sebastian, presented additional petition signatures against the plan. (see attached) The Mayor introduced State Representative Ralph Poppell, R-Vero Beach who said his only comment about the ramp was that he is always concerned about people backing boat trailers, as he manufactures them, and anytime you can pull through, the boater is ahead of the game. Representative Poppell said the F.I.N.D. grant was being turned loose from another project, he was aware of the City's plans a..d he earmarked the funds for Sebastian. Mr. Paternoster asked if there was a 25 year concession on the grant and Representative Poppell concurred there was. Roger Birt, 13155 N. Indian River Drive noted he is anon-resident who is very familiar with the ramp situation, said the project should be re-designed, and the parking should be better identified to help organize. James Schmitz, 213 Periwinkle Drive, President, Sebastian Fishing Club said he has not found anyone in favor of the project yet and the parking lot just needs to be improved. Ruth Sullivan, 1215 Indian River Drive, said the petition signators are under the impression that the park will be eliminated which is not true, the improvements are needed and she hoped it won't be stalled any longer. i' ~~ CRA Meeting July 9, 2008 Page Four Lisanne Monier, 1125 US 1, stated for 18 years there have been citizens, business owners, and government leaders agreeing that a CRA is needed and this project will kick off the redevelopment hopefully north and south on US 1, and that will lead to a healthier business community. Todd Ktitenic, 1274 Barber Street, said Council is spending $2.2 million for recreational fishermen but voted against the floodtide seafood area to help commercial fishermen. Damien Gilliams, 1623 US 1, thanked Representative Poppell for his help, said he will benefit from the project but it is still wrong, the Chamber should move to the municipal complex, and he asked when approval went through to expand the Chamber into Jordan Park. Ms. Simchick pointed out that the Jordan Park deed was discussed at the October 26, 2005 meeting and subsequently reviewed by the City Attorney. Don Wright, North Fischer Circle, said as a boater, lanes of Indian River Drive get blocked when launching a boat, the new plan will make it more comfortable and it will beautify the area. Bill Schulke, 1249 Larkspur, said this is a lovely project and asked Council to consider the piece across from this to have another park. Patty Crockett, Party Time Limo, said if this goes through, she and the City will grow together. The Mayor asked for a show of hands against the project and for the project as some residents chose not to speak. Mr. Wolff objected to polling by attendance. The Mayor called for a break at 7:09 p.m. and reconvened the meeting at 7:25 p.m. All members were present. MOTION by Ms. Simchick and SECOND by Mr. Neglia to authorize expenditure of the CRA money up to $1 million and defer to City Council for further management of the project. Mr. Wolff said he would have liked to discussed the traffic patterns and seen a scenario of when the lot is full, how will the boats will come in and go out, one-way is fine with him, beautification is necessary, and his concern all along is the amount of money that is being spent for the net result. He requested a brief analysis, and what potential there is for savings with this project. r~ CRA Meeting July 9, 2008 Page Five The City Manager first asked for clarification of the motion that the $1 million would be "going forward" because a half million has been spent on the Boudrot property purchase. Ms. Simchick and Mr. Neglia concurred the $1 million would be going forward. The City Manager said if Council wanted to change the project they could but improvements are still needed such as landscaping, Jordan Park, the existing parking lot and these would cost about a $1 million and if we think about $1 million versus $1.9 million with the grant money, the worst case scenario is we would lose grants and still need $50,000 from the CRA funds. He said the best case scenario is we are tackling storm water quality, and installing a restroom. Ms. Simchick said she has reviewed former Council deliberations, studied all of the material, the petition, resident's concerns and reminded everyone that the City Attorney tasked the CRA to kick up the project to Council to fine tune. Mr. Neglia said the reason he seconded the motion is that he would like to get on with this; the overlay is designed to encourage development and redevelopment. Mr. Paternoster asked about the Jordan Park deed restriction and the City Attorney advised there are a number of deeds for different pieces of the Park, and when there is a claim that the use is no longer being used for a park purpose, the overall use of the parcel is looked at. The City Attorney noted the primary use of properly is for the boat ramp, parking relating to boat ramp, landscaping/park open space which the nature is park use and overall, the use doesn't violate park use or public purpose. Mr. Paternoster asked about 1932 minutes stating block 1 of the Carol Roberts property is to be set aside as a City park forever indicating a historic district and he asked the City Attorney if he is clear on historical guidelines. The City Attorney said the historic district is based on buildings. The City Clerk said the Chamber building was built in 1958. Mr. Paternoster asked what was historically designated and the City Attorney said the buildings were included in an application submitted to the state. Mr. Paternoster said Mr. Schulke's hand drawn rendition isn't depicted properly and he would like to see a better strategic report on existing/proposed conditions, he agrees there needs to be some kind of improvement but he didn't see how the hub of the City will be boat trailers. He asked the City Manager if repairs will be done on the boat ramps themselves and the City Manager said no. He suggested a stop sign to address the implied safety issue, he didn't see _.~. ~. _. w~_ CRA Meeting July 9, 2008 Page Six how this will improve the area, he pointed out if the prime riverfront is taken away, what will tourists come to see, and he stated the petition asks that the project be re-engineered not stopped. Mr. Paternoster spoke again on the 25 year concession with both grants which he felt should have been transparent from the beginning, and each time this is before them something else is added that they do not get to review and he could not support the project at this point. Mayor Coy said she would defer her comments to the regular Council meeting. Roll call on the motion was as follows: Ayes: Neglia, Simchick, Coy Nays: Paternoster, Wolff Motion carried 3-2. The City Manager said for the record, the motion was authorization to transfer the $1 million to the City Council and have Council move forward with the project. 6. NEW BUSINESS -None 7. The program was funded through the CRA budget to provide funding to property owners as a matching grant. Funds have been budgeted for both FY 2005/06, 2006/07, and 2007/08 for a total of $90,000 available for the program. To date there has been $35,995 awarded, and $54,005 is available so the City Council approved opening a second funding round. Recap: To be eligible, property owners within the CRA area must be fully paid and current on property taxes, and must maintain compliance with their local business tax requirements (formerly occupational licensing). In 2007, Staff recommended some program changes that increased the amount of grant funds and lowered the match requirements. These changes were supported and approved by City Council. Up to $7,500 is available for signage and landscaping improvements, and up to $15,000 for improvements to the facade, signage and landscaping. The funds must be used for criteria that help create/expand the "Old Florida Fishing Village" theme, facade improvements that maintain the historic character of the property and projects that remedy anon-conforming sign. Additionally, funds may be awarded for landscaping projects that improve the project and fulfill the requirements of the landscape code. In a funding cycle, applications are solicited from property owners within the CRA district. Applications are open to any property owner in the CRA and are advertised primarily through ~~~ ~„,{ the City's website and through the Chamber of Commerce. Applications are reviewed by the grant review committee. This committee is currently comprised of AI Minner (City Manager), Rebecca Grohall (Growth Management Director), Beth Mitchell (Chamber of Commerce) and AI Paternoster (Councilmember). The committee reviews the applications and forwards a recommendation to the CRA Board (City Council) for final approval. Current Application cycle: The grant committee met on July 1St, 2008, to review the three applications received (Captain Hiram's, Anchor Plaza and VFW). Further information was asked to be provided for Anchor Plaza and the VFW and the committee reconvened on August 8th, 2008. Each grantee met the threshold criteria: • Current with local business tax requirements • No outstanding code violations • Current on property taxes within the City municipal limits. There was consensus on the committee to recommend to the City Council that all three applications be awarded the grant. Although it should be noted that there was dissent regarding the recommendation of the VFW to City Council for the grant. Discussion about the VFW ensued regarding their status as snot-for-profit with an ad valorem tax exempt status. However, there was the counter argument that the VFW has considerable street frontage along 512 in the triangle portion of the CRA district. The grant would be used to improve the overall appearance of the VFW property and also the 512 right of way. The details on each: 1) Captain Hiram's complex: Two separate grants were applied for signage for the resort (hotel) and restaurant. Overall, Captain Hiram's has indicated that $71,492.00 was expended replacement of their signage in January 2007. They are requesting consideration for two grants in the amount of $7,500 each for a total of $15,000.00. 2) Anchor Plaza: Landscaping, including a well and irrigation for $10,498.70 and new signage in the amount of 7,275.00 Total requested is $17,774, the maximum eligible for new signage and landscaping under the program guidelines is 50% or maximum of $7,500. Therefore, the committee recommends the Council consider funding in the amount of $7,500.00. 3) VFW: new signage and landscaping totaling $13,741.77, and the committee recommends funding for 50% of that amount: $6,870.50. For all three grants, the committee recommended a total of $29,371 be awarded. That would bring the total to date awarded to $65,366 and still have a balance of $24,625 (not including any future CRA budget annual funding). This is shown on the table on the following page. After the grant applications were reviewed, there was discussion about the composition of the review committee. Beth Mitchell resigned (her letter is attached) and the meeting was adjourned. -4... The review committee submits to Council the following discussion points to modify the program: • The Growth Management Director and/or City Manager fulfill an advisory role to the Committee (not be voting committee members). • City Council should solicit and accept applications for 3 to 5 persons to be voting committee members from the CRA district. • Revisions to the program be made after the new grant review committee is convened. • The Committee would still review and make recommendations to the City Council/CRA for final approval. • Change grant match requirements from the CRA providing 50% of the total funds, to the CRA providing 80% of the total (80/20). • Stronger language to restrict grants for improvements that have been installed prior to application. • Limits on the number of grants that can be received (i.e. one grant in a 10 year period). Recommendation: Approva! of the three grants, convene a review committee, and modifications to FSL program as outlined above. ii '-- CfiY OF W._, .`. ~-y- -~ .~~: x ~ r~ NOME {~F PELICAN ISLAND Fa4ade Sign and Landscaping Grant Information 8 Application Fiscal Year 2007-08 Sebastian .Community Redevelopment Agency in partnership with Sebastian River Area Chamber of Commerce .,. a~"~ ....-,.a FACADE S/GNAGE AND LANDSCAPING GRANT Purpose: The Sebastian CRA Facade, Signage and Landscaping Improvement Grant Program (FSL Grant Program) is a program designed to encourage visible, exterior improvements to any existing building (residential or commercial), and to encourage private investment within the Sebastian Community Redevelopment Area. The program provides up to $ 15,000 of public funds per building to match private funds to pay for the design and completion of facade improvements with the Sebastian CRA. Funds are appropriated annually in the CRA budget, and funding is available on a first come first serve basis. The program is subject to the availability of budgeted funds in the CRA budget. The purpose of the FSL Grant Program is to provide grant funding to encourage improvements to any existing building (residential or commercial) and to encourage private investment to improve the appearance and functionality of buildings in the Sebastian Community Redevelopment Area (map attached). The program is funded annually in the GRA budget, and program funding is available on a first-come first-serve basis, and the funding of any application is contingent upon. available program funding. Facade, signage and landscaping (FSL grants must support the goals of the Overlay District for the CRA area. Applicants are also encouraged to consider the design guidelines specified in the overlay district to achieve the "Old Florida Fishing Village" theme. Applicants are reminded that grant awards made are discretionary in nature and should not be considered an entitlement by the applicant. All grant criteria contained herein are guidelines for awards and successful applicants may receive any amount up t0 the maximum award. Should an application meet all grant criteria, a grant may or may not be awarded at the Committee's discretion due to funding limitations, competing applications, and/or competing priorities. Eligibility Requirements: The FSL program is available to businesses and/or building owners that are located within the CRA district of the City of Sebastian. Businesses must be properly licensed through the City's Occupational Licensing Division and applicants must be a permiited/conforming use within the CRA district. Applications will not be accepted from property owners (and tenants of property owners) who are delinquent on their property taxes. Applicants must not have any outstanding code violations or code liens. Additionally, applicants must be current with their occupational licensing requirements. Eligible Improvements: The FSL Grant Program shall provide matching funds for the exterior (street side) improvements that are consistent with and further the implementation of the Land Development Code, CRA Redevelopment Plan and City Comprehensive Plan. Funds may be used for the following types of improvements: Approved by CRA 6/12/06, rev. 06/20/07 Page.1 ~~, FACADE S/GNAGE AND LANDSCAPING GRANT • Replacement of windows and doors; • Exterior painting or siding as part of an overall facade renovation program. For example, painting is an eligible expenses when done in conjunction with changes in a flat roof to a pitched roof, dormers, gables. Painting otherwise is not an eligible expense. • Exterior signage to remove non-conforming signs and replace with monument style signs; • Landscaping (as part of an overall improvement program); • Exterior architectural amenities (e.g., addition or improvement'of balconies, porches, or arcades); • Awnings and shutters; • Other exterior (street-side) facade improvements (considered by the CRA on a case-by-case basis); • Architectural, engineering or landscape architectural services to design improvements to be funded through this program (maximum of 10% of total improvements); *NOTE: All architectural designs, materials and colors must be consistent with the historic and architectural heritage of the Sebastian Community Redevelopment Area. Non-eligible Improvements: This FSL Grant Program is not applicable in any instance where an applicant proposes to convert residentially used space to anon-residential use or where an applicant proposes to reduce the number of units on the property. If residential units exist on the property, the number of residential units shall be retained not less than ten years. In theses instances, a lien shall exist against the property for the value of the grant, and the property owner shall be responsible for repayment of the entire grant if any residential units cease to exist during the ten-year period. Additionally, the FSL grant cannot be used to fund interior renovations or roof repair. Available Funding and Matching Requirement: A maximum of $30,000 amount will be allocated from the City's CRA funds for this program. It is anticipated that 2-3 projects per year will receive funding. For signage and landscaping improvements, up to $7,500 shall be available for an individual property on a one-to-one basis (e.g., a grant for $ 500 shall require a $500 match from the property owner). For exterior facade improvements (including signage and landscaping) up to $15,000 shall be available for an individual property on a one-to-one to basis (e.g., a grant for $15,000 shall require a $15,000 match from the property owner). Application Process and Deadline: Applications will be accepted on a first come, first se-ved basis, Current deadline is :June 1, 2008. Approved by CRA 6/12/06, rev. 06/20/07 Page 2 FACADE SIGNAGE AND LANDSCAPING GRANT (1) The applicant receives a FSL Grant Program Application form from City Hall, the City's website or the office of the Sebastian River Area Chamber of Commerce, 700 Main St., Sebastian, Florida, and participates in apre-application meeting with Chamber staff and a representative from the City of Sebastian Growth Management Department. The application is also available on the City's website. (2) The applicant completes the application (pgs. 6, 7 & 8) and submits it to the City for review of completeness in forms and consistency with the CRA Redevelopment Plan, the Land Development Code, and any other applicable plans. The application package includes the following: a. completed application b. proof of ownership of the property c. proof of paid property taxes (current and prior years) d. copy of occupational license(s) (current) c. copies of three (3) cost estimates for the work to be completed d. photos of areas to be improved e. $25 application fee made payable to the City of Sebastian The applicant is responsible for all building and other permits and fees which are associated with the proposed project. • Applicants are advised to submit a complete application and all supporting materials per the instructions in this packet; the committee will not review incomplete applications. (3) The review committee reviews the application according to the program selection criteria and forwards a recommendation to the CRA to approve, approve with modifications, or deny the application and funding amount. The Committee will be comprised of Growth Management Staff, the City Manager and a representative from the Sebastian River Area Chamber of Commerce based upon a competitive review of all applications submitted for the cycle, utilizing the program selection criteria. (4) The CRA (City Council) considers the recommendations of the Staff Committee, and either approves the grant or denies it. If denied, the applicant may reapply in the next funding cycle. (5) The applicant and the CRA shall enter into a contract to specify the obligation of the applicant for grant reimbursement. The contract may be recorded in the public records of the City of Sebastian, Florida. Prior lien holders may be required to subrogate their lien interests as a condition of the grant. • Please note that applications must be reviewed and approved BEFORE facade, sign or landscaping construction work begins. Grants will not be awarded to facade improvement projects that are under construction or completed. Approved by CRA 6/12/06, rev. 06/20/07 Page 3 ~. FACADE SIGNAGE AND LANDSCAPING GRANT (6} For approved applications, after any site or remodeling plans have been reviewed and approved by City staff, the applicant submits any applicable permit applications to the City for approval, and upon issuance of a permit, completes the improvements according to City rules and regulations. The City of Sebastian is required to file informational returns (Form 1099-G) for individuals and entities receiving grants from the City. This information is confidential and will only be used for informational return reporting purposes. Grant recipients must sign and return a Substitute W9 form to the City before funds can be distributed. (7) Upon completion of the improvements, final inspection and approval by the City, and issuance of a certificate of occupancy (if applicable), the applicant submits a "reimbursement package" to the City which includes the following: a. completed reimbursement form (provided by the City) b. copies of applicable invoices or receipts; c. proof of payment for improvements (which must be at least as much as the amount indicated in the application); and d. photos of improvements (before and after). Applicants will receive grant funding after the project is completed and all associated costs have been paid. Upon completion of approved work, in order to receive grant payment, the applicant must submit documentation of work completed and proof of payment to the City of Sebastian. It is the responsibility of the award recipient to maintain proper documentation of funds expended in the course of completing the facade improvement project. Release of funds is subject to submission of this documentation to the City of Sebastian by the award recipient. The facade improvement project must be completed essentially as presented to the Committee in order to receive payment. • Acceptable documentation is defined as PAID invoices/statements and/or schedule of values from vendors clearly detailing the work done for the facade project accompanied by copies of the cancelled check showing payment accompanied by a vendor invoice. (8) If the project is not completed, is not approved in its final inspection, or does not receive its certificate of occupancy (if applicable) within one year of award, the grant award shall expire. • Funded projects should be completed within 12 months from the date the grant was awarded. Additionally, Staff will require an intermediate status report after six months. (9) If the funding is not allocated in the first round, project applications will be taken until current Fisca! Year funding is gone. Facade Improvement Grant Criteria: Applications will not be accepted or reviewed from property owners (and tenants of property owners) who are delinquent on their property taxes. Applicants must not have any outstanding code violations or code liens. Additionally, applicants must be current with their local business tax requirements (formerly occupational licensing). The following selection criteria will review and rate applications for the FSL Improvement Grant Program. Criteria are derived from the goals and objective of the City's adopted Redevelopment Plan as well as the City's adopted Comprehensive Plan. Criteria are weighted with a maximum score of 100 points. (1) Quality of Site Design and Materials (Up to 25 points): Degree to which the proposed project promotes the unique character of Sebastian and promotes harmony with neighboring structures through the implementation of .the Land Development Regulations and the use of urban design principles, site design, architecture, materials, color, landscaping, and other visual physical amenities. (2) Streetscape Aesthetics and Functionality (Up to 25 points): Degree to which the proposed project enhances the streetscape of Sebastian, including the addition or enhancement of display windows, awnings, landscaping, handicapped accessibility and architectural amenities such as arcades, balconies and porches. (3) Historic Preservation and Materials (Up to 15 points): Degree to which the proposed project promotes the historic character of Sebastian through historic preservation, adaptive re-use of historic structures, site design, architecture, materials, landscaping, and other visual and physical amenities. (4) Increased Safety (Up to 10 points): promote safety by easily identifying the services. Degree to which the proposed project will business for customers and emergency (5) Removal of Slum and Blight and Positive Impact to Neighborhood (Up to 25 points): Degree to which the proposed project upgrades or eliminates substandard structures or eliminates non-conforming uses. At Encl 1 is an estimate for our sign. V1ie are still working with Suntech to finalize the top portion of the sign. The enclosed picture is to give you a basic idea of what we are looking at. The overall color scheme will be red, white, and blue. Total Cost: $3,071.77 2) Landscaping Since we were able to significantly save money on oitr sign costs, we decided to beef-up the landscaping plan. The Veterans of Foreign Wars was incorporated by Congressional Charter on May 28, 1936. For the past 72 years, the purpose of the VFW has remained the same..."fraternal, patriotic, historical, charitable, and- educationai;to preserve and strengthen comradeship among its members; to assist worthy comrades; to perpetuate the memory and history of our dead, and to assist their widows and orphans; to maintain true allegiance to the Government of the United States of America, and ~tdelity~tcx its Carfstitution-and- laws;- tc>; foster true patriotism; to maintain and extend the institutions of American freedom, and to preserve and- defend the United States from all her enemies, whomsoever." (2008 Congressional Charter and By-Laws, pp 7-8). Project Details The purpose of this project is to enhance the visual aesthetics of the Post that sits directly on County Route 512, the gateway to Sebastian. This multi-faceted project includes is centered around a new monument style sign and moving the original Veterans Memorial. 1) Moving the original Veterans Memorial from the back of the property to the CR512 side where it can be seen by the public. 2) Installing,a 15andicapped accessible walkway to and-from the monument. 3)- installing a new sign with billboard to advertise veterans' events. 4) Creating a suitable recreation and outdoor picnic area. 5) Ins#ailing a patio off the kitchen for BBQ events. ~) installing shadowbox fencing around dumpster, air-conditioner, and propane tanks. 7) Landscaping CR512 s-de. ~~~ ~4~ ~ .j VETERANS O F FOREIGN WARS O F THE UNITED STATE S Item 1 -Moving the original Veterans Memorial from the back of the property to the CR512 side where it can be seen by the public. Before the City of Sebastian built the Veterans Memorial in Riverview Park, all the ceremonies were held at the memorial at the VFW. This monument remains today but is located in the rear property area off Louisiana Avenue. The memorial is no longer used for ceremonies and has been neglected for many years. Louisiana Avenue is now a dead end street and only two or three people living on the street pass by and can actually see the monument. We would like to reconstruct the monument and move the flagpole next to CR512 where residents and visitors can see it and perhaps be motivated to stop and take a closer look. Details of the proposed monument can be seen on the enclosed site plan. item 2 - Installing a handicapped accessible walkway to and from the monument. In order to accommodate physically challenged visitors, we would like to build a 4-foot handicapped accessible walkway from our parking lot to the memorial. 2 f ,~„,,~~r Current monument located in rear of property Item 3 - Installing a new sign with billboard to advertise veterans' events. An appropriate and professional sign has long been on our wisf-i fist. We would like to copy the design used by the City of Sebastian in front of the historic school building. There is no doubt this would be a considerable improvement to the area. The new sign will be double-sided and contain the VF1~'V Logo; Post name and address. The billboard underneath will advertise post and community activities and events. We intend to angle the sign for longer viewing time when traveling on CR512. Travelers on Veterans Way would be able to read the sign also when entering and exiting. Currently there is nothing on the back. ~~~~ 3 ~, item 4- Creating a suitable recreation and outdoor picnic area. For as long as anyone can remember, one of our veterans' favorite pastimes at the Post has been playing horseshoes. Throughout the winter months and even during the heat of summer we have a regular crew of players. Unfortunately, after the hurricanes of 2004, this area fell into disrepair. Priorities at the Post were focused on repairing damage to the building and replacing We would like to cleanup this area and provide picnic tables for the players. The horseshoe pits need to be rebuilt. The plan includes a 6-ft X 60" shadowbox natural wood fence running parallel to CR512. UJe also would like to clear the Brazilian Pepper trees on the eastern CR512 edge of the property that are rapidly invading this area (see left side of picture below). 4 I!~ equipment. Item 5- Installing a patio off the kitchen for BBQ events. Fundraising activities at the VFW are predominantly low-cost meal service. Two Sunday breakfasts are served each month in addition to dinner every Thursday night. Several times a year the Post has BBQ picnics. Currently there is no patio for the large grills to safely stand on. We would like to build a 10'X 12' patio in the rear of the building just off the door to the kitchen. This would be located next to the existing sidewalk pictured below. Item 6 -Installing shadowbox fencing around dumpster, air-conditioner, and propane tanks. The pictures below are self-explanatory. The dumpster is !orated in the parking area in the front of the building. The air-conditioner and propane tank are in the rear. ,.~~_. r` ~~~ 5 item 7 -Landscaping CR512 side. The need for landscaping improvements is obvious. The memorial and new sign will enhance the view and be even more spectacular with added planter boxes and colorful plants. The fence line would be accented with bright colored bougainvilleas. The property has ar. artesian well and an irrigation system will be required to support the landscaping. `J4~e intend to use plants requiring little or no maintenance. Re-seeding or sodding the grass is planned to replace the prolific weeds and bare spots. Explanation of how this proiect will serve our local community. Sebastian River Veterans of Foreign Wars Post #10210 has a long history of taking care of veterans and serving our local community. We've always considered ourselves to tie a very generous Rost, but unto this year, we never took the time to add it ail up. As Senior Vice Commander of our Post and utie Mayor of the City of Sebastian, 1 truly value the efforts of all the non-profit organizations that serve the citizens of Sebastian. I have been a I'~fe-member of VFW Post #10210 for 10 years now and have always known that we do great things for veterans and our community each and every year. This year I asked our Post and Auxiliary Officers to provide a summary list of our donations for the past year (from May 2007 -April 2008). The bottom line is an awesome $21,339 returned to our local community members. As Mayor of the City of Sebastian,l can say that this is a considerable amount of assistance in these dire economic times. Thousands of dollars each year are given to local veterans and their families who are in distress. Another vital service we provide to the community is our military l-ionor Guard. Volunteers from Sebastian Posts and Auxiliaries of VFW#10210 and American Legion #189 faithfully perform 75-100 funeral details throughout the year to honor our fallen veterans.
