Mayor Gillmor called the CRA meeting to order at 6:00 p.m. 2. The Pledge of Allegiance was recited. 3. Approve November 18, 2009 CRA Meeting Minutes Mr. Wright asked that the last sentence of the fourth paragraph down on page three be amended to read "Mr. Hill said it should be kept for City sponsored CRA events." MOTION by Ms. Coy and SECOND by Mr. Hill to approve the 11/18/09 minutes were approved as amended with a voice vote of 5 -0. Community Redevelopment Agency December 9, 2009 Page Two 5. NEW BUSINESS: A. Facade, Sign and Landscaping Grant Review Committee Appointments 5-20 (City Clerk Transmittal, Four Applications, Press Release) i. Appoint Three Business Owner /Operator Members Mayor Gillmor said there were four applicants for five positions, three business owners and one resident. MOTION by Mr. Hill and SECOND by Ms. Coy to approve all three business owners and the citizen -at- large. Mr. Wright said there are three residents and suggested leaving the last position open for either category. Mr. Hill suggested filling the two business positions and the two residents at large. The City Manager advised to leave the resident spot open so it can be filled with either a business owner or a resident. Mr. Hill pointed out the applicant would have to be a business owner and a resident. Ms. Coy asked if the Board could move members around at a later date if needed. The City Attorney confirmed they do have that flexibility. Voice vote on the motion unanimously approved the appointment of Mr. Collins, Mr. Dill, Ms. Keys, and Ms. Robinson to the Facade, Sign and Landscape Grant Review Committee. ii. Appoint Two Resident At Large Members 21 40 B. Review Kiosk Designs Requested at 11/18/09 Meeting The City Manager said he was looking for what variety of sign they liked, and how they would like staff to execute the sign. Mr. Wolff reminded the Board that in the beginning the Chamber was not interested in a manned kiosk, that a board with paper documents maintained by the Chamber was suggested and now the Board is going back to considering a $5- 15,000 kiosk. He asked how they got to that point. The City Manager said the Board was still considering an informational kiosk, and he understood that a certain design was requested which is included in the agenda packet. Mr. Hill said he agreed that an information board is what they are looking for. He said a metal roof; kept simple would be the way to go such as the information sign at the Main Street boat ramp. Community Redevelopment Agency December 9, 2009 Page Three Mayor Gillmor said the shade houses at the splash pad were really nice and could be a nice inexpensive kiosk. Ms. Coy cited the kiosk on circle page 25 and suggested cutting the kiosk in half and adding little benches. Mayor Gillmor said he would like to see a RFP put out to help the local carpenters. Mr. Hill said he would be glad to do that as long as it didn't cost more than what staff could build it for. Ms. Coy agreed. Mr. Wolff agreed with everything that Mr. Hill said, noting it will serve as an information bulletin board and down the road we might have a tourism kiosk. Mr. Wright agreed in keeping it consistent with existing signs and being done in- house. Mayor Gillmor asked if they were looking at one or two kiosks. Ms. Coy cautioned there will be a price difference based on whether it is covered or not. Mr. Hill said they are not talking about a kiosk but an information sign and suggested doing one at Riverview Park, the Main Street area, and one further North. Mayor Gillmor pointed out the information will be in the sun 24/7 and the materials will fade and look shabby. Mr. Hill directed him to circle page 27 which depicts a little cover for the sign. Mayor Gillmor said he was good with that and asked if everyone else was and all nodded. Mayor Gillmor asked for the locations. Mr. Hill suggested one at Riverview Park, one at Main Street in the Chamber area, and one at the Working Waterfront area when the City closes on the property. MOTION by Mr. Hill and SECOND by Mr. Wolff to direct the City Manager to have constructed information signs at Riverview Park and at the Main Street area near the Chamber area. Lisanne Robinson, downtown Sebastian, asked if the Board would consider pedestrian comfort and put a couple on U.S. 1 to provide shade and a place to sit, which will unite the entire CRA district in a concept. Tom Collins, Capt. Hiram's, agreed it is a nice idea and a small roof is all that is needed as people won't be looking at them when it's raining. He said there are sign companies in town that can come up with something and make sure the lexan is secure; and he agreed with putting one on U.S. 1 maybe where people can pull off the road and look at it. 3 Community Redevelopment Agency December 9, 2009 Page Four ATTEST: Result of the roll call vote: AYES: All NAYS: None 5 -0 6. Funds have been budgeted for both FY 2006, 2007, 2008, 2009 and 2010 totally $150,000 ($30,000 in each fiscal year for five years). $62,581 was awarded and expended, with $87,419 unspent and available. In August and September 2009, the CRA Board approved several changes to the FSL program, including: A committee was created to review and make recommendations to the CRA Board for final approval. Change grant match requirements from the CRA providing 50% of the total funds, to the CRA providing 80% of the total (80% from City, 20% from the grantee) to encourage wider participation in the grant. The City provides up to $7,500 for signage landscaping projects, and up to $15,000 for sign, landscaping facade improvements. Restrict grants for improvements that have been installed prior to application. Grants will not be approved for signs that have already been installed prior to the grant application. Provide additional points for first time applicants or applicants that have not received the grant in the previous three (3) year (fiscal year) period. To be eligible, property owners within the CRA area must be fully paid and current on property taxes, and must maintain compliance with their local business tax requirements (formerly occupational licensing). Furthermore, they should not have outstanding code violations that cannot be remedied with the grant program. Up to $7,500 is available for signage and landscaping improvements, and up to $15,000 for improvements to the facade, signage and landscaping. The funds must be used for criteria that help create /expand the "Old Florida Fishing Village" theme, fagade improvements that maintain the historic character of the property and projects that remedy a non conforming sign. Additionally, funds may be awarded for landscaping projects that improve the project and fulfill the requirements of the landscape code. Current Application cycle: The City received applications from Jerry Smith Tile, Southern Sisters Cafe, Sarah Guy Cormier (Sebastian Antiques /A Better Consignment Shop), Tropical Smoothie Cafe, and Maxwell Plumbing. A sixth application was received from the Old Opera House for landscaping "bumpouts" on US 1. The applicant voluntarily agreed to have her application held in abeyance while the City Manager reviews having those improvements installed as part of a bigger capital improvement project on US 1 in the riverfront. The CRA Board appointed Lisanne Monier, Donna Keys, Warren Dill and Tom Collins to serve on the review committee. The committee has met several times to review applications and formulate a recommendation to CRA Board. Two of the applications are being recommended to the CRA Board for funding, while three of the applicants are working on fine tuning their applications. While Southern Sisters, Maxwell Plumbing and Island Smoothie Cafe work on some design issues on their signage, the committee recommended the applications for Sarah Guy Cormier (Sebastian Antiques /A Better Consignment Shop) and Jerry Smith Tile move forward to the CRA board for approval. It is anticipated that the other three will have their applications finalized in the next 30 days for consideration at the next CRA meeting. The two being recommended for approval are: 1) Jerry Smith Tile new signage for Jerry Smith Tile replacing non conforming signage. Mr. Smith recently repurchased JST Tile from its owner. He has already updated his site with new painting and he is working on new landscaping. Mr. Smith has verbally indicated that he wishes to apply for fagade funding in the future to update the buildings with lap board siding, etc. 2) Sarah and Guy Cormier (Sebastian Antiques /A Better Consignment Shop) new signage replacing a non conforming sign. The committee is also recommending landscaping be installed with the signage. For both applicants, I have attached their application materials including the signs originally proposed. The committee was committed to achieving the goals of the overlay district and worked with each of the applicants to have their designs fine -tuned to more closely resemble the fishing village vernacular. I am pleased to note that the committee worked diligently with the applicants to achieve signs that reflected the Riverfront overlay guidelines more than what was originally submitted. If CRA Board approves these two grants, to receive their funding, the applicants must submit a signed statement that funds were expended and provide verification (i.e. paid invoices, cancelled checks, etc). Recommendation: Approval of the two grants to reimburse 80% of project costs (signage, engineering, permit fees, landscaping, etc) not to exceed $7,500 for Jerry Smith Tile and Sarah Guy Cormier.
