The Pledge of Allegiance was recited. 3. ROLL CALL City Council Present: Mayor Jim Hill Vice-Mayor pon Wright Council Member Andrea Coy Council Member Richard H. Gillmor (arrived 6:04 p.m.) Council Member Bob McPartlan Staff Present: City Manager, AI Minner City Attorney, Robert Ginsburg City Clerk, Sally Maio Deputy City Clerk, Jeanette Williams Administrative Services Director, Deb Krueger Community Development Director, Joseph Griffin Finance Director, Ken Killgore Police Chief, Michelle Morris Deputy Police Chief, Greg Witt MIS Engineer Analyst, Rob Messersmith 4. APPROVAL OF MINUTES — Januarv 25, 2012 Meetinq MOTION by Mr. Wright and SECOND by Mr. McPartlan to approve the January 25, 2012 minutes. Result of the roll call vote: AYES: Hill, Wright, Coy, McPartlan NAYS: None Passed 4-0 (Gillmor absent) 5. NEW BUSINESS A. Fiscal Year 2011 CRA Annual Report in Accordance with 163.356(3)(c ) Florida Statutes — Accept and Forward to City Council (Administrative Services Transmittal, F.S.163.356(3)(c ), Report) The Finance Director presented the annual report as required by law. Community Redevelopment Meeting March 28, 2012 Page Two MOTION by Mr. Wright and SECOND by Ms. Coy to approve the report as submitted. Result of the roll call vote: AYES: All NAYS: None Passed 5-0. B. Consider PropertY Purchase (Citv Manaqer Transmittal, Map) The City Manager said Mr. Bergeron has sought City interest of two properties on Cleveland Street so it was placed on the agenda for Council consideration, and said Mr. Bergeron has also contacted Ms. Coy. He said Council may wish to consider purchase for parking purposes and if so he could obtain appraisals, shift financial blocks, and come back to Council, but if they are not interested he would notify Mr. Bergeron. Ms. Coy said Mr. Bergeron has tried for many years to sell the properties, the price has come down considerably and if Council is interested now is the time. She said we started a parking "bank", and this would be a good use of those funds. She asked how much is currently in the bank from Mulligan's. Following a brief discussion by Council as to the need for additional parking, whether it was a want or need and question of environmental factors, Ms. Coy made a motion to authorize an appraisal but the motion died for lack of a second. 6.
