THIS MEMORANDUM OF UNDERSTANDING ( "MOU ") is hereby made and entered into this 11th day of
December, 2013, between CITY OF SEBASTIAN, FLORIDA, ( "CITY ") and Joseph F. Griffin,
( "EMPLOYEE ") in order to establish employment parameters while the EMPLOYEE serves the CITY as
Interim City Manager.
NOW THEREFORE, the following consideration have been discussed and agreed between the parties:
APPOINTMENT AND ACCEPTANCE. On November 13, 2013, by a unanimous vote of the City
Council, the CITY appointed EMPLOYEE to serve as Interim City Manager. The EMPLOYEE agrees
to serve in this capacity. The performance and operations of the Interim City Manager shall be in
conformance with Section 3.04 of the City Charter — City Manager; powers and duties, and the Code
of Ordinances of the City.
2. TERM. The EMPLOYEE's appointment as Interim City Manager shall begin on Friday, December 13,
2013 at 4:30 P.M. and ends upon appointment of a City Manager.
COMPENSATION. The EMPLOYEE shall receive a salary at the annual rate of $100,463.44while
serving as Interim City Manager. The EMPLOYEE shall receive all benefits offered to the other
employees of the CITY. The EMPLOYEE shall retain current tenure for the purpose of accrual of sick
and vacation benefits. The EMPLOYEE shall be permitted use of a City vehicle during business
hours.
4. CURRENT POSITION. The EMPLOYEE is currently employed by the CITY as the Community
Development Director. In the event that the EMPLOYEE does not become City Manager, the
Employee shall return to his position of Community Development Director at his previous salary and
compensation with all benefits and accruals.
5. CITY MANAGER POSITION. The EMPLOYEE shall be permitted to participate and seek the
position of City Manager in a selection process to be determined by the City Council.
IN WITNESS WHEREOF, the parties execute this memorandum which is duly attested to by the City
Clerk.
