RE: MAIN STREET BEAUTIFICATION
CITY OF SEBASTIAN,FLORIDA
Dear Mr.Minner:
This is a Letter Agreement (Agreement) for Neel-Schaffer, Inc. (Engineer) to provide professional
engineering services associated with planning services for beautification of the segment of Main Street
between U.S.Route I and Indian River Drive(Project)for City of Sebastian(City).
SCOPE OF SERVICES
Task 1.Feasibility Study:
Engineer will prepare a feasibility study to meet the project objectives as defined by the City. The
concept plan shall generally entail beautification of the segment of Main Street between Route I and
Indian River Drive.
The Engineer will conduct a site visit and prepare conceptual sketches based upon (a) a site visit(b) a
conceptual draft plan provided by the City on 11/3/05, and (c)site survey information as provided by the
City. In Addition, the Engineer will identify state and federal permit issues and prepare an estimate of
probable construction costs. The Engineer will prepare a feasibility report and meet with the City to
review these items.
The Feasibility Study report will,address the following items as identified by the City:
1. screen(conceal)boat ramp
2. beautify main street
3. address chamber parking
4. beautify adjacent City parcels
5. maintain existing trees
6. consider landscape improvements
7. address stormwater management
8. consider walkways
9. consider historic lights

• Site Plan and Civil Engineering Drawings for adjacent upland facilities
• Location of existing facilities
• Topographic survey

COMPENSATION
Task 1. A lump sum fee of g4,850.
ADDITIONAL SERVICES
Engineer's services will not include the following, unless authorized as additional services and
reimbursed in accordance with the 2005 Hourly Rate Schedule for Professional Services attached, plus
reimbursable expenses:
• Conceptual,Preliminary and Fnal design
• Geotechnical investigations and recommendations
• Environmental assessments
• Surveys (provided under a separate agreement by Maptech, wholly owned subsidiary of
Engineer)
• Advertising and bidding Task services
• Construction Task services
• Shop drawing reviews
• Record drawings
• Traffic impact studies
OTHER PROVISIONS
This Agreement and 2005 Hourly Rate Schedule for Professional Services represent the entire
understanding between City and Engineer with respect to the services to be provided by Engineer and
may only be modified in writing and approved by both parties.
We appreciate the opportunity to provide services to you for this important project. If this Agreement is
acceptable, please execute the original and the copy in the space indicated below and return the copy to
us.
