HomeMy WebLinkAboutChrono of Candy Cane ParkCHRONOLOGY OF "CITY PARK" PROPERTY — WHERE CURRENT CHAMBER OF COMMERCE, JORDAN PARK AND EAST OF INDIAN RIVER DRIVE IN AREA OF BOAT RAMP July 27, 1931 Council suggested certain lots in Carroll- Roberts subdivision be taken over for park; instructed City Attorney to begin foreclosure proceedings on said lots after giving 30 -day notice to owners August 1, 1932 Master's Deed for properties which include Carroll- Roberts lots to City for delinquent taxes and assessments September 26, 1932 Discussed dedicating Carroll- Roberts subdivision that City acquired through foreclosure as a permanent park; instructed City Attorney to prepare resolution for next meeting October 10, 1932 Deferred dedication of Carroll- Roberts Subdivision as City Park until next regular meeting October 24, 1932 Adopted Resolution No. 116 — Irrevocably dedicating and designating the Carroll- Roberts subdivision as a City Park to be used as such forever August 13, 1934 Adopted Resolution No. 138 — Dedicating and designating tract of land near City Hall (not sure which City Hall this was) as City Park to be used as such forever September 10, 1934 Authorized Mayor Badger to apply for FERA [Federal Emergency Relief Administration] project to build ball diamond in City Park by City Hall and pool and tennis courts in City Park in Carroll /Roberts subdivision and to beautify each park; also, to apply for FERA project to build new City Hall in City Park in Carroll /Roberts subdivision March 11, 1935 Instructed Council Chairman and Clerk to go to Vero Beach to pay state and county taxes on City Park situated in Carroll /Roberts subdivision August 6, 1946 Mr. Getrost, a visitor, requested space in City Park for proposed youth center; Council promised same after organization and plans are completed March 2, 1948 City to go on record as giving consent to organizations to beautify City Park at future date; central committee to be picked from various organizations and work under Chairman selected by said committee March 16, 1948 Authorized Councilman Stevenson to have work started on City Park by installing new lighting system after passing motion to approve its cost February 21, 1950 Motion seconded that Tom Waters be allowed to cut down six trees at edge of City Park that obstruct view of his gas station January 14, 1952 Passed motion that City purchase enough marl for drive in City Park to be used by fire truck, to be paid from general fund February 11, 1952 Street & Alley Committee Chairman reported that 60 yards of marl had been hauled in to City Park for drive July 14, 1952 Instructed Clerk to write letter of appreciation to Fireman's Auxiliary for American flag that was raised on City Park pole on July 4 July 28, 1952 Asked Clerk to see City Attorney Vocelle about resolution on City Park; also, to check on delinquent taxes on State -owned lots April 13, 1953 Letter from City Attorney concerning disposition of lots that had been designated for use as park; Council instructed City Attorney to draw up resolution designating said land as a City Park February 22, 1954 Accepted present survey points of Waters property by issuing of a quitclaim deed if necessary; City Attorney to handle same June 14, 1954 Approved Mrs. Chesser's request to purchase 4 -unit swing for City Park June 18, 1956 Special meeting Councilmen Ellingsen and Nash were appointed as committee on building the new City Hall Council selected Northwest corner of City Park as site for new City Hall and Fire Dept. November 12, 1956 Mayor Taylor read letter from County Commissioners, who agreed to pay City $10,000 for road right -of- way through City properties; instructed Clerk to have Attorney draw up resolution that right -of -way would be let on City Park, City Hall and lot No. 7 for $10,000 President Sembler appointed himself, Councilmen Ellingsen and Chesser as building committee for new City Hall and Fire Station November 26, 1956 Special meeting Council agreed to build new City Hall and Fire Station on Northwest corner of City Park Council hired Don Aulich, who was invited by Council to attend meeting, to draw up plans for both buildings at cost of $100 -$120 November 11, 1957 Council met with E.C. Peterson, Rodney Kroegel, and Tom Waters to settle their property line dispute; Tom Waters agreed to quitclaim certain property to E.C. Peterson, Rodney Kroegel, and Mrs. Marguerite Cutshaw if City quitclaimed same amount of Park property to him; City agreed to quitclaim land to Mr. Waters at such time City Attorney is given description for making deeds Approved paying Lloyd & Assoc. $100 for surveying Tom Waters' property October 30, 1958 Ordered that quitclaim deeds from Tom Waters to Rodney Kroegel, Peter Peterson and Ernest Seeley not be signed until the latter pay for survey by Lloyd & Assoc. as per their agreement November 24, 1958 Special meeting City Attorney presented quitclaim deeds to Ruth and Thomas Waters from Ernest and Mary Seeley, from Rodney Kroegel, and from Edna and Earl Peterson, all of whom except the Seeleys agreed to pay their portion for survey of lands by Lloyd & Assoc. January 14, 1974 Councilman Flood visited Mr. Duden in Tallahassee about grant for City Park; if City accepts offer by GDC to take over Sebastian Highlands Yacht Club, State would consider financing adjoining property July 8, 1974 Vice Mayor Yates commented on open house of remodeled City Hall; Council agreed with Walter Phelan's recommendation to name park area adjacent to City Hall and the public park area extending along the Indian River after Colonel A.T. Jordan Park; asked City Attorney to draw up resolution for action later in meeting; Accepted resolution naming the City Park area "The Colonel A.T. Jordan Park" October 14, 1974 Councilman Flood reported on his visit to Tallahassee for City park grant; he is preparing applications for dredging for State grant; also hopes to get tennis court started at Community Center after getting tax money November 10, 1975 Passed motion to mark off Main St. for angle parking, on north side from North Central St. to railroad tracks and on south side from railroad tracks to US Highway 1; Dept. of Natural Resources notified Mr. Flood that City's request for $50,000 grant was approved; contract and agreement forwarded to City; Adopted Resolution R- 75 -12, concerning Dept. of Natural Resources $50,000 grant to develop recreational facilities in City park (this could possibly be beginning of Riverview) January 12, 1981 • Councilman Oberbeck reported he was in the process of replacing the deteriorated swings at Candy Cane City
