Box 12 7 Sebastian, Florida 32958 Gentlemen: I have been asked by the Council, at a duly held meeting, to make a final inspection of Units 2, 3, 4, 5, 6 and 8, less the pavement that has already been accepted in Unit 2 by Council Resolution. For the record, I will reduce to writing what I propose to do, so there will be no misunderstanding of the scope of the work to be per- formed. 1. I will make a street by street inspection of all streets in the Plats of Units 2, 39 4, 59 6 and 8, observing the condition of the as- phaltic wearing surface, the condition of the shoulders, swales, back slopes, side drainage ditches, rear drainage ditches, head- walls and the street signs. The testing of streets shall be done at an interval not to exceed one core boring sampling per mile. This sample shall consist of the following: 1. Asphalt Thickness 2. Lab opinion of soil cement base 3. Base Thickness 4. Sub- grade Density 5. Asphalt Analysis August 6, 1976 Mayor Eugene Cragg Members of the City Council PAGE TWO. As to drainage, all that can be done on an inspection is to observe the condition of the drainage facilities. The ability of these facilities to function can only be determined by observing them during and after a rain, or by actually taking field elevations of all roads and ditches. The City is not in a position to fund such a project, and will therefore have to rely on the owners engineers furnishing a set of as-builts certifying that all areas have positive drainage after these facilities have been brought back into proper condition. As to the appearance of asphaltic concrete, placed over soil cement base, that has been laid several years. It is an inherent quality of this type of construction that contraction cracks will develop in the wearing surface. Generally speaking, this cracking phenomenal will be more noticeable on streets with light traffic. The reason for this, is that on streets with a high volume of traffic, weeds do not have the opportunity to establish themselves. Traffic performs a continous rolling action that helps keep the wearing surface plastic and mini- mizes the contraction cracks. On streets where they do get estab- lished in these cracks, the roots will lift the asphalt, the next rain will wash fines in the voids and the cycle is repeated. We propose to furnish the Council a map of our inspection route, with comments that will be taped in route. A statement of the gen- eral conditions will be made as to each street.
