We are Canadian solicitors for Mr. Cecil Farmer who resides at 311 Manley
Avenue, Sebastian, Florida, 32958. Mr. Farmer has referred to the writer you letter
of April 10th, 1978, with respect to the issuance of a building permit for certain
repairs to be undertaken by Mr. Farmer on property owned on Indian River Drive,
being Lot 2, Block 3, Plat Book # 4, and has also advised the writer of certain
comments made by your Building Official at a recent Council Meeting to the effect
that renovations might be discouraged through his Department.
We understand that some interest has been shown by the City of Sebastian
in acquiring this piece of property from the previous owner Mrs. Cutshaw. Mr. Farmer,
we believe, has made it quite clear to the City and at Council that he would be making
substantial repairs to the residence during the fall of 1978, but, he would be prepar-
ed to offer the property to the City for a reasonable sum prior to undertaking the
repairs.
We wish to advise that it is our intention, on behalf of Mr. Farmer, to
apply for the necessary building permits on August 1st, 1978, in order that repairs
may be undertaken during the fall. In this regard we have reviewed your letter to
Mr. Farmer of April 10th, 1978, confirming that a building permit would be issued.
In the meantime, Mr. Farmer wishes to advise that he would be prepared to accept an
offer for the sale of the property to the City of Sebastian for the sum of $30,000.00
U.S. prior to August lst, 1978, when he intends to apply for the necessary building
permits.
