SUBJECT: Problems between the City of Sebastian and General
Development Corporation on roads and drainage
acceptance by the City in Sebastian Highlands.
Honorable Sir:
In view of the disputes existing between the City of Sebastian
and General Development Corporation regarding the problems of
accepting the roads, sw-ales and drainage ditches in Sebastian
Highlands, I suggested to you, Mr. Mayor, that these problems
be pictorially presented to the higher officials of General
Development Corporation rather than through verbal discussions
between the City council and General Development Corporationts
corporate councils.
With your acceptance of this idea, concurred by Mr. Vocelle,
the City attorney, I have therefore, with your guidance and
approval of the problems to be thus pictorially presented, put
on video tape in color and sound these areas and have hereto
attached Attachment #1 outlining the areas thus video taped.
Having a sincere personal interest in the welfare of the
people and in the future of the City of Sebastian, I, Richard

television services of my company ( as of this date a value
of $1650.00, see also attachment #2) as a public service to
the City of Sebastian.
Furthermore, any additional services pertaining to this
special project shall also be donated by me in the interest
of public service.
