Monroe Street Tallahassee, FL 32399-0001 Governor Scott: I write you as a representative of the City of Sebastian. Sebastian has, generally, supported your efforts to expand economic opportunities for all of our citizens. In addition, Sebastian has trusted our Governor to do the right thing for all its citizens. Recent events however, concerning the All Aboard Florida initiative, have shaken our collective belief that the State of Florida, and its Governor, are not protecting the interests of all Florida citizens in an equitable manner. As you know, comments to the All Aboard Florida Draft Environmental Impact Statement were due in the office of the Federal Rail Administration (FRA) on 03 December 2014. The City of Sebastian submitted its comments on 01 December 2014. The City document was/is eight hundred plus (800+) pages. Significant time, effort, and expense were invested by the City in responding to the FRA and submitting a timely response to an incredibly important public issue. Recent public reports have disclosed that the State of Florida failed to submit its comments to the FRA by the required deadline. Frankly, as a public servant, I am stunned by this apparent lack of responsibility, unconscionable nonfeasance, and blatant disregard for the public trust. I can only hope that there are some kind of "behind -the -scenes" remedies that you, as Chief Executive of our State, are pursuing. Please be aware that the public is closely watching the events surrounding All Aboard Florida. The City of Sebastian is committed to protecting its citizens.
