Background: In 2013, the City applied for, and received, a grant from the Florida Inland Navigation District (FIND) in the amount of $157,500 toward the construction of the Fish House at the Working Waterfront. Recently, Staff has submitted to FIND a grant application for FY 2016 for the next phase of improvements at Fisherman's Landing. Those improvements would include construction of a marine touch pool, ice house, public restrooms, decking/sidewalk improvements, and parking lot enhancements on the east side of Indian River Drive. The total cost for the construction is estimated at $300,000. The FIND grant program requires for a local match of 50%, or $150,000 from the City of Sebastian for this project. Staff is requesting the approval of the attached Resolution R-15-08 as required by the FIND grant program within the terms of the grant application. If the FIND grant is awarded, Staff will return to Council for approval of the grant contract. Phase 2 is the completion of the fish market and exhibit room. Phase 2 also is the permitted and ready to start construction of the Fish House Marina to be completed by October 2015. The Phase 2A is the continuation of the waterfront park with construction of the marina touch pool, fish ice house, public restrooms and the decking and sidewalk. b) Briefly explain any unique aspects of this project that could influence the project timeline. There are no unique aspects for features of this project and no permitting required. The only feature which helps the project time schedule is that no permits from DEP, US Army Corp or SJRWbID is needed for the construction of the touch pool, fish ice house, public restrooms and the decking and sidewalk. The City of Sebastian Public Works is currently maintaining the Phase 2 fish market and exhibit room as pan of the City's Riverfront maintenance. The City will program the Phase 2A improvements to be included in the City's FY 2016 CIP for the construction cost to cover the 50% local match and for the on-going maintenance of the facility. b) Identify and describe any project costs that may be increased because of the materials utilized or specific site conditions. The Phase 2A project has no specific site construction requirements or any special construction materials. c) Describe any methods to be utilized to increase the cost efficiency of this project. The City is currently completing the engineering, design plans and bid documents with in-house city staff which will help to ensure a buildable and cost efficient construction. d) If there are any fees associated with the use of this facility, please detail. In addition, please provide a listing of the fees charged by similar facilities, public and private, in the project area. The project will require utility coordination and fees to connect to the force main sewer line along Indian River Drive as will as City building permit fees. The City of Sebastian will continue to promote the historic Sebastian fishing industry with the Working Waterfront prak which will ensure the community an opportunity to view, learn and experience the fishing industry of Sebastian. The Phase 2A site plan was approved the by the City Planning and Zoning Commission with the Phase I and 2 projects. b) Clearly demonstrate how the project will continue to be maintained and funded after District funding is completed. The City of Sebastian Public Works Dept. is currently maintaining the remodeled Hurricane Harbor fish market and exhibit room. The City will also maintain the completed construction of the Phase 2 Fish House Marina and the Phase 2A Waterfront Park improvements of the touch pool, fish ice house and public resuooms. c) Will the program result in significant and lasting benefits? Explain. The Sebastain Working Waterfront Park will allow the public to view, team and experience the operation of the fishing industry and be educated at the exhibit room with history of the Sebastian Fishing Industry and experience marine life in the touch pool as well as enjoy a fish snack or sandwich from the fish market. The benefit is to provide the general public at no cost the history of the Sebastian fishing culture and industry. d) Please describe any environmental benefits associated with this project. The environmental benefits is the education of the community about the Sebastian fishing industry, team about the impacted Indian River Lagoon and experience some real marine life in the touch pool.
