HomeMy WebLinkAboutR-24-14 FIND Grant Main St. Boat RampRESOLUTION R-24-14 (E-7 RESOLUTION FOR ASSISTANCE 2024) ATTACHMENT E-7 RESOLUTION FOR ASSISTANCE 2024 UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM WHEREAS, the Citv of Sebastian is interested in carrying out the following described project for the enjoyment of the citizenry of the Citv of Sebastian and the State of Florida: Project Title Main Street Boat Ramp and Park Shoreline Stabilization Planning and Design Total Estimated Cost $ 100.000.00 Brief Description of Project: Planning and design of the shoreline stabilization of Main Street Boat Ramp and Park. AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the Citv of Sebastian that the project described above be authorized, AND, be it further resolved that said Citv of Sebastian make application to the Florida Inland Navigation District in the amount of $50,000.00 (50%) of the actual cost of the project on behalf of said City of Sebastian AND, be it further resolved by the Citv of Sebastian that it certifies to the following: 1. That it will accept the terms and conditions set forth in FIND Rule 6613-2 F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for any change has been received from the District. 3. That it has the ability and intention to finance its share of the cost of the project and that the project will be operated and maintained at the expense of said Citv of Sebastian for public use. 4. That it will not discriminate against any person on the basis of race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P. L. 88-352 (1964) and design and construct all facilities to comply fully with statutes relating to accessibility by persons with disabilities as well as other federal, state and local laws, rules and requirements. 5. That it will maintain adequate financial records on the proposed project to substantiate claims for reimbursement. 6. That it will make available to FIND if requested, a post -audit of expenses incurred on the project prior to, or in conjunction with, request for the final 10% of the funding agreed to by FIND. THIS IS TO CERTIFY THAT THE FOREGOING IS A TRUE AND CORRECT COPY OF A RESOLUTION DULY AND LEGALLY ADOPTED BY THE CITY OF SEBASTIAN CITY COUNCIL AT A LEGAL MEETING HELD ON THIS 20th DAY OF MARCH, 2024. City Attorney 1 SEBASTIAN SE Ngll (T RIiION 19H-1014 CITY COUNCIL AGENDA TRANSMITTAL Council Meeting Date: March 20, 2024 Agenda Item Title: Approval of Resolution R-24-14 authorizing staff to apply for a Florida Inland Navigation District Grant for the design and implementation of shoreline stabilization at the Main Street Boat Ramp and the area south referred to as Bench and Swing Park in the amount of $50,000. Recommendation: Approve Resolution R-24-14 authorizing Staff to apply for a Florida Inland Navigation District Grant for the design and implementation of shoreline stabilization at the Main Street Boat Ramp and the area south referred to as Bench and Swing Park and authorize the City Manager to execute application documents. Background: The Main Street Boat Ramp area and the area south of the boat ramp have suffered shoreline erosion and damage during the past several storm events. Staff is seeking authorization to submit a grant application for $50,000 to the Florida Inland Navigation District for the design and implementation of a stabilization program. There may be FEMA funding available to assist, however, Staff is concerned about the possibility of wind damage due to a delay. Due to permitting and grant deadline requirements the project would need to be phased (design phase and construction phase) which will add to the project timeline. The Florida Inland Navigation District provides grants for this type of project in order to enhance the District. This Grant requires a like match. The total cost is $100,000. If approved, the City will be awarded a FIND Grant in the amount of $50,000, and the remainder will be funded with a $50,000 match from the Discretionary Sales Tax Fund by the City. Staff is seeking authorization to apply for the grant, and for authorization for the City Manager to execute the application documents.
