HomeMy WebLinkAbout2014 CM Recruitment Call-In ICMAS�J HOME OF PELICAN ISLAND CITY OF SEBASTIAN Teleconference Meeting ICMA Range Rider Consultants and City Staff City Manager Recruitment April 2, 2014 — 9:30 a.m. Sebastian City Hall 2nd Floor Conference Room 1225 Main Street Sebastian, FL 32958 The Meeting was called to order at 9:30 a.m. Present: Kurt Bressner, ICMA -FCCMA Range Rider and Moderator Debra Krueger, Administrative Services Director Robert Ginsburg, City Attorney Sally Maio, City Clerk Vaunette Davis, Human Resources Specialist. Barbara Brooke- Reese, MIS Senior Systems Analyst Also Present Via Skype: Carrie Hill, ICMA Range Rider Mark Durban, ICMA Range Rider Public Present.- Samantha Baita, Vero News Mr. Bressner introduced himself, and fellow Range Riders, Carie Hill and Mark Durban, and explained the purpose of the voluntary International City Managers Association Range Rider program, noting Florida City Management Association Board of Directors and ICMA have appointed each to this group, retired County or City Managers. He said the purpose of the program is to assist municipalities in the placement process, and at this stage they have all received copies of the resumes and complete application packets received by the City of Sebastian as of the March 28, 2014, 4:30 p.m. deadline. He said each of the three Range Riders have reviewed and evaluated the credentials of each applicant through the application packets provided to them by the City of Sebastian. He said the next step is for each of the Range Riders to provide names of ten to twelve individuals in this public meeting that each of them think would be good candidates for the position of City Manager for the City of Sebastian, based on the application, the City's profile and the opinion of the Range Rider. Mark Durban provided his list in alphabetical order as follows: Paul Berg, James Drumm, Joseph Griffin, Sarah Hanah- Spurlock, John Helin, Debbie Manns, Michael McLaurin, Ken Sauer, Mel Smigielski, and Isaac Turner. Carrie Hill provided her list in alphabetical order as follows: Paul Berg, Donald Cooper, James Drumm, Joseph Griffin, Sarah Hannah - Spurlock, Robert Nanni, Ken Sauer, Gary Shimun, John Schneiger and Isaac Turner. Kurt Bressner provided his list in alphabetical order as follows: Paul Berg, Donald Cooper, James Drumm, Joseph Griffin, John Helin, Michael McLaurin, Ken Sauer, John Schneiger, Gary Shimun, and Isaac Turner. City of Sebastian City Manager Recruitment Teleconference Range Riders /City Staff Meeting April 2, 2014 - Page Two Applicants selected by all three Range Riders were as follows (alphabetically): Paul Berg, James Drumm, Joseph Griffin, Ken Sauer, and Isaac Turner. At this point, Mr. Bressner asked for review of those who had been selected by two of the three Range Riders. Donald Cooper — selected by Hill and Bressner Mr. Durban said he was on his B list due to concern about whether Mr. Cooper, former manager of Port St. Lucie, is too well qualified and would be happy in a smaller community, and his short term position in Washington. Mr. Bressner said he checked the press in Washington and it stated it had simply been a bad fit. Mr. Bressner suggested putting him on the list tentatively at this time. No objection. Sarah Hanah- Spurlock — selected by Hill and Durban Mr. Bressner said his only concern was she did not have City Manager experience, though she had a great stint in Palm Beach and then in Broward and cited the City profile which looks for five to ten years City Manager experience. Mr. Durban read from the profile and based on that, Mr. Bressner said he would be okay with adding her. Ms. Hill said she was again trying to weigh Florida experience against City Manager experience and leaned more toward the desire for Florida experience. Mr. Bressner suggested putting her on hold for now. John Helin — selected by Durban and Bressner Ms. Hill said Mr. Helin's experience was in very small communities and she again was trying to weigh City Manager experience against Florida experience. Mr. Durban said he liked her though she had no Florida experience. Discussion took place on the profile requirement for Florida experience. Mr. Durban noted it states "desired" rather than required. Mr. Bressner said Mr. Helin is military and is ICMA certified. Ms. Hill brought up her selection of Debbie Manns' application and again cited her weighing experience, and ultimately it agreed to put Mr. Helin on the semi - finalist list rather than Debbie Manns. Michael McLaurin — selected by Durban and Bressner Ms. Hill said he was on her B list and Mr. Bressner said he liked him because his former position experience seemed similar to Sebastian, and noted he is retired. Mr. McLaurin was put on hold for now. Mr. Bressner recapped that the only new person added to the list was John Helin which brought the number of semi - finalists to six. Gary Shimun — selected by Hill and Bressner Mr. Durban said he had no problem adding him to the list. There was no objection and this brought the number of semi - finalists to seven. 2 City of Sebastian City Manager Recruitment Teleconference Range Riders /City Staff Meeting April 2, 2014 - Page Three John Schneiger — selected by Hill and Bressner Mr. Durban said he was not on his list and his only concern was that he seemed to struggle in his last two jobs and noted he had worked with him on improving his resume, and he really liked him. Ms. Hill said she would change to add Michael McLaurin rather than John Schneiger. Michael McLaurin was added to the list at this time, which brought the semi - finalists up to eight. At this time the Range Riders recapped the number two picks, and Mr. Durban said he had no problem with adding Donald Cooper, which brought the semi - finalists up to nine. Mr. Bressner said it was fine with him to add Sarah Hannah - Spurlock to the list, which brought the semi - finalists up to ten. Discussion took place on Robert Nanni and Mel Smiegelski. Mr. Durban said Mr. Smiegelski is a super guy and Mr. Bressner said he was on his B list but from a very small community. Mr. Durban said he will be moving to Florida and is close to retiring. No new names were added to the ten semi - finalists. Mr. Bressner thanked Mr. Durban and Ms. Hill for their time and effort, and they thanked City staff. Ms. Krueger thanked all of the Range Riders for their participation. Mr. Bressner said Ms. Krueger will complete the April 9, 2014 City Council agenda transmittal today which will be shared with all of them. The phone calls to Mr. Durban and Ms. Hill were terminated. Ms. Krueger recapped the ten semi - finalists: Paul Berg, Donald Cooper, James Drumm, Joseph Griffin, Sarah Hannah - Spurlock, John Helin, Michael McLaurin, Ken Sauer, Gary Shimun, and Isaac Turner. Mr. Bressner advised that background checks should be conducted in all states listed on an applicants' resume and application, that thank you letters can go out now to candidates not selected, and staff could notify the semi - finalists pointing out the next steps that may be made on April 9`h. Mr. Bressner said notification to applicants, commended staff for following up, that many cities do not and it is very important and a best practice. The following is a basic call protocol I'd like to follow: 1. I will moderate the call on Apri12 at 9:30 AM. 2. I will ask each of the three Range Riders to provide a range of 10 to 12 names of individuals the Range Rider feels would be good candidates for City Manager based on the information provided by the applicant, the City's profile and the Range Rider's opinion. 3.,We can answer questions from elected officials, but we cannot not answer questions from applicants or others or enter into a conversation with them regarding their application or the process. Those questions are best directed to the City. 4. As a group, on a public call, we will develop our consensus list of semi - finalists. 5. After the call, I will work with Sebastian City staff to prepare the agenda sheet containing the names of the recommended semi - finalists for the City Council's consideration.
